Woody: No burden or potential financial burden for excelsior residents
Watershed District has some money for storm water, civil engineering. Cannot do foundation due to water table too high.
Jim Olds has spoken with Chris Guers/Three River Parks – will be setting up a meeting – will be a lunch meeting.
Band Shell Research – Document in minutes: This committee presented a written document detailing their research. Tom Wolfe added verbally his report on the Huber Park/Shakopee. This is an open back amphi-theater .
Task force recommended Mark Nesset as Architect for project. Chris Lizee stated that she thought the city would want to put out an RFP . She also mentioned respecting the master plan. Woody Recommended the Executive Committee meet with City Staff/Engineer.
John Monson recommended that we quantify the scope of the project – i.e. what will it include: Concession Stand? Bath Rooms? He also commented that based on his experience it will be important that no one on the committee should be perceived as gaining financially from this project and the larger the scope to harder this will be to complete. He advised us to stay objective, make certain we are legitimized by the City. He also commented on potential RFP Design Competition.
Suzanne Kochevar commented that she would not like to see us think too small on this project.
A discussion pursued regarding keeping City Staff in the loop and the possibility of a survey/questionnaire or Survey Monkey on City websites to gain more feedback from the community.
Motion by Woody Love and seconded by Tom Wolfe that the Executive Committee should meet to define questions and to set up a meeting with City Staff. Motion carried

September 27, 2010 Meetings
The meeting was held at the Maple Grove Band Shell and the committee toured their facility. The majority of the meeting was spent on this tour. This is a state of the art band shell which fits the Maple Grove community, their site and their needs. The Band Shell has state of the art electronics, lighting, and the site includes concessions, meeting room, and outdoor seating.
A short and informal meeting was held in their meeting room where we watched a power point presentation about their project.
Members in Attendance: Terry Roeser, Jim Olds, Ross McGlasson, Jim Hillis, Mark Nesset, Tim Alt, Suzanne Kochevar
Meeting called to order -
Agenda Approved Motion by Chris Lizee, second by Tim Alt – approved
Minutes of August 23 meeting – Motion by Chris Lizee, seconded by Tim Alt. Approved
City Meeting reports: Tom Wolfe reported that the Park and Rec has recommended to the City Council to approve $8000 for the feasibility study with the Rotary Clubs of Excelsior donating the other $8000 and that they also asked City Staff look into the costs associated with a full Park Plan for the Commons.
A discussion was held about getting ready for the Council meeting, although the date of that meeting is not known at this time. It was suggested that at least 1 representative from each subcommittee meet with Wendy Berghorst to prepare.
Committee Reports:
501 – C 3 status – no report
Promotion and Support – no report
Funding: Terry Roeser explained the Feasibility Study to establish whether the community and interested parties will support the project and to what degree. There was discussion about whether this should be the first step or should a preliminary plan be drawn. In the end it was agreed that the study makes sense. Both Rotary clubs will need to give their approval for the study.
Promotion and Support: Mark Nesset and Tim Alt presented a very brief proposal for a promotional schematic design based on the following:
1. A Budget based on the fund raising consultants’ estimates
2. The establishment of an official building committee sanctioned by the City of Excelsior
3. A program established and approved by the City of Excelsior
4. A contract entered into by the city and the architects
The schematic design will be presented for promotion of fund raising and may be changed and revised when the project is funded and committed to by the City of Excelsior. The design presentation will probably consist of illustrative plans and concept sketches, illustrative computer models and animations as approved by the City of Excelsior building committee
Estimated Fee: $25,000
No action needed at this time.
Motion to adjourn: Chris Lizee and Tim Alt
